Information exchange in the electric power industry of the Russian Federation for the purposes of long-term development will be unified and open

The Government of the Russian Federation adopted Decree No. 2557 “On Approval of the Rules for Forming and Maintaining Up-to-Date Digital Information Models of Electric Power Systems and Perspective Calculation Models of Electric Power Systems for the Purposes of the Future Development of the Electric Power Industry”.

The Rules are among the fundamental documents of the regulatory framework being formed to implement the provisions of Federal Law No. 174-FZ adopted in June 2022 and ensure the transition to a new planning system for the long-term development of the electric power industry from January 1, 2023.

As expressly stated in the law, documents for the prospective development of the electric power industry are developed using promising calculation models of the Unified Power System of Russia, and starting from January 1, 2024, also using promising calculation models of technologically isolated territorial electric power systems. Such models are formed and maintained up to date by the System Operator, who is also responsible for the development of long-term development documents - Schemes and programs for the development of the electric power systems of Russia and the General layout of electric power facilities.

The Rules adopted by the Government of the Russian Federation for the first time in Russian legislation establish requirements for the type, composition, volume and formats of digital information and prospective calculation models of power systems, as well as the procedure, timing, frequency of their formation and updating. In addition, they determine the sources and grounds for including data in these models.

“For the first time in the history of the industry, at the level of a by-law, the main rules for the formation and updating of promising information and promising calculation models of energy systems are fixed. In addition to being used in long-term planning, digital models are used by JSC "SO UPS" for most of the processes of operational dispatch control, acting as the basis for creating "digital twins", which make it possible to model the processes occurring in the electric power industry as accurately as possible, determine the allowable limits and restrictions, and make the most efficient use of existing opportunities of power systems to ensure the reliable functioning of the electric power industry. Equitable access to the data of the “digital twins” of the power system for participants in the process of planning the development of the electric power industry is one of the innovations of the advanced planning system being implemented, ensuring its efficiency and transparency,” said Fedor Opadchiy, Chairman of the Management Board of the System Operator.

The rules stipulate that digital information and prospective calculation models of power systems will be formed annually, before January 1, during the entire six-year period of the scheme and program for the development of the electric power systems of Russia (SPD UPS of Russia). Starting from January 1, 2027, the formation and maintenance of up-to-date computational models will be carried out with the ability to export to the unified CIMXML format.

According to the new Rules, information models will accumulate not only information about the current state of power systems, but also data on technical solutions adopted as a result of competitive power take-offs, technological connection to electric networks, investment planning, development of power distribution schemes, external power supply schemes, design construction (reconstruction) of electric power facilities and their decommissioning. As a result, a single database will be formed on the scale of the entire electric power industry for a six-year period.

The unified information exchange system is formed in the interests of all industry entities to ensure various business processes.

All issues related to providing access to the use of digital information and advanced calculation models for the purposes of long-term planning will also be regulated. The procedure for their disclosure and provision will be approved by the relevant order of the Ministry of Energy of Russia.
