The Ministry of Energy of the Russian Federation intends to revise plans to achieve the implementation of a low-carbon strategy in terms of renewable energy, said the head of the ministry, Nikolai Shulginov, as part of the SPIEF.

“We are likely to reconsider our plans to achieve the implementation of a low-carbon strategy in terms of RES, because today the CPA* on RES has been put on hold, but we are not abandoning this green agenda,” he said during a speech at the session “Electricity in a period of change”.

In the Russian Federation until 2035, there is a state program to support green energy, including through the CPA for the construction of power plants based on renewable energy sources - solar, wind and hydroelectric power plants. In early June, the Russian government announced its decision to abandon the competitive selection of projects this year and postpone it to 2023. At the same time, the Ministry of Energy does not plan to change the conditions for conducting competitive selections.

 

*Capacity Purchase Agreement

CPA RES is a program to stimulate the development of RES generation in the UES of Russia through a guaranteed payment for capacity for a certain period under a capacity supply agreement (CSA) for the wholesale market concluded with the owner of the power plant. The program provides for a competitive competitive selection of investment projects for the construction of generating facilities operating based on the use of renewable energy sources.
