As part of the new system for the prospective development of the electric power industry in the Russian Federation, the Rules for maintenance shutdown and decommissioning of electric power facilities have been changed
In the process of launching a new system for the prospective development of the electric power industry from January 1, 2023, on December 30, 2022, the Government of the Russian Federation adopted Resolution No. 2548 On amending the Rules for maintenance shutdown and decommissioning of electric power facilities.
The Decree amends the current Rules for maintenance shutdown and decommissioning of electric power facilities, approved by Decree of the Government of the Russian Federation of January 30, 2021 No. 86, according to which the approach to making decisions on the decommissioning of electric power facilities operating as part of technologically isolated energy systems has been changed.
The procedure for decommissioning in such power systems becomes similar to the procedure for decommissioning electric power facilities operating as part of the UPS of Russia. At the same time, the choice of replacement measures option and the adoption by the Ministry of Energy of Russia of a decision to suspend decommissioning are carried out taking into account the conclusion of the price (tariff) regulatory body of the constituent entity of the Russian Federation on the assessment of the tariff consequences for consumers of electric energy.
Prior to the adoption of amendments to the Rules, the development of replacement measures to ensure the possibility of decommissioning electric power facilities in technologically isolated power systems and the assessment of the economic consequences of such measures were carried out as part of the development and approval of schemes and programs for the long-term development of the electric power industry of the relevant constituent entities of the Russian Federation.
The adopted Government Decree also corrected the procedure for developing replacement measures. The owner of the electric power facility planned for decommissioning and the design organization involved by him was removed from the obligation to independently collect initial data, form calculation models of power systems and verify them by the System Operator. Instead, the System Operator provides for free to the specified persons promising calculation models of power systems or their fragments, due to which the list of initial data is significantly reduced, as well as the timing and procedure for developing and coordinating replacement measures are optimized.
“The use of promising calculation models received free of charge from the System Operator will reduce the costs of applicants for the development of such proposals and reduce the time required for the development and approval of proposals for replacement measures when decommissioning equipment,” said the Deputy Director for Legal Affairs - Head of the Department of Regulatory -legal support of SO UPS JSC Zlata Maltsan.
In addition, taking into account the planned transfer to the System Operator from January 1, 2024, of the functions of operational dispatch control in technologically isolated power systems, the document defines the features of decommissioning the electric power facilities operating in them in the period from January 1 to December 31, 2023. During this period, it is envisaged to coordinate with the System Operator the conclusions issued by the subjects of operational dispatch control in the relevant technologically isolated power systems on the possibility (impossibility) of decommissioning, technical specifications for development and developed proposals for the list of replacement measures.
The amendments to the Rules for maintenance shutdown and decommissioning of electric power facilities adopted by the Decree of the Government of the Russian Federation came into force on January 1, 2023.
