At the XV Eurasian Forum KAZENERGY a round table was held on the topic “Energy security of the CIS countries”

On October 3–6, 2023, the XV Eurasian Forum KAZENERGY was held at the EXPO Congress Center in Astana, Republic of Kazakhstan.

Representatives of government authorities, international energy organizations, diplomatic missions, Kazakh and foreign companies in the energy sector, and research institutes took part in the Forum.

In the Forum program on October 3, a high-level round table on the topic “Energy Security of the CIS Countries” was of particular interest, at which the Deputy Ministers of Energy of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic (via video conference), the Republic of Tajikistan and the Republic of Uzbekistan discussed issues of ensuring energy security in the Eurasian space, taking into account the advantages of parallel operation of power systems. Director of the Department of Economic Cooperation M.E. Myskin took part in this event on behalf of the CIS Executive Committee.

Reliable and stable energy supply is one of the most pressing and complex challenges faced by the international community of almost all countries of the world.

The round table participants agreed that, taking into account the existing technological and infrastructural connectivity of the power systems of the CIS member states and the continuing trend of decarbonization, creating conditions for ensuring energy security is one of the main factors in the development of the economies of the Commonwealth states and strengthening their national security.

Particular attention was paid to the issues of forecasting energy balances, as well as the development of the system of interstate transmission lines of the CIS member states. The issue of harmonization of standards and management of the unified power system was actively discussed.

The round table became a platform for discussing approaches, exchanging experiences, informing about new projects and directions in ensuring energy security in the Commonwealth, and also contributed to the creation of new scenarios for sustainable energy development of the Commonwealth states and the promotion of new legislative initiatives in this area.

Special attention is paid to energy security issues in the CIS. In order to facilitate the implementation of a coordinated policy, which will be implemented through practical steps to effectively use the resource potential of the CIS member states to optimize production volumes of competitive energy products, meet the needs of the common electricity market, increase the export of energy products, as well as comprehensively address the issue of ensuring the energy security of states - CIS participants in modern conditions within the framework of the Commonwealth, the development of draft Concepts of cooperation of CIS member states in the field of energy security, Concept of cooperation of CIS member states in the energy sector for the period until 2035 and Action Plans for their implementation are underway.

Important work has been initiated to analyze the functioning of the power systems of the CIS member states in the autumn-winter period, which is traditionally the most difficult. It is expected to develop proposals and recommendations for optimizing the mechanisms of interaction between business entities, which will help minimize the risks of power supply disruptions.

An important element of ensuring energy security is interaction within the framework of the Set of Measures for the Development of Power Engineering of the CIS Member States dated June 21, 2019, the Plan of Priority Actions for 2023–2030 for the Implementation of the Concept of Cooperation of the CIS Member States in the Use of Renewable Energy Sources dated November 20 2013.
