Kyrgyzstan to introduce state of emergency in energy sector until 2026

The Minister of Energy of the Kyrgyz Republic, Taalaibek Ibraev, at a meeting of the Cabinet of Ministers following the results of the 1st half of 2023, proposed issuing a Presidential Decree on the introduction of an emergency regime in the energy sector of the Kyrgyz Republic.

The minister made a report on the results of the work of the energy sector and in the end addressed the Chairman of the Cabinet of Ministers Akylbek Zhaparov: “I believe that due to climatic conditions, due to the low inflow along the Naryn River, the lack of electricity and the lack of generation capacities, it is necessary to take urgent measures to solve problems in energy sector. Thus, I propose to issue a Presidential Decree on the introduction of an emergency regime in the energy sector of the Kyrgyz Republic from August 1, 2023 to December 31, 2026.”

According to T. Ibraev, if in 2023 the deficit is 3 billion kWh, then in subsequent years it will only grow. For example, if electricity consumption in 2023 is expected to be 17.2 billion kWh, by 2026 it is projected to grow to 19 billion kWh. In this case, the Ministry of Energy expects a shortage of electricity of 5-6 billion kWh.

A. Zhaparov supported the proposal of the Minister of Energy and considered it necessary to give the Ministry of Energy special powers by issuing a Presidential Decree.
