At a government meeting on June 27, Minister of Energy of the Republic of Kazakhstan Almasadam Satkaliyev spoke about the preparation of energy facilities for the next heating season.
As the head of the ministry noted, energy enterprises that are included in the risk zone in the upcoming heating season have been identified.
“Due to the lack of financing for repair work on the part of the owners, an agreement was signed between the akimat, Ust-Kamenogorsk heating networks - 100% of whose shares are owned by the state, and Ridder CHPP JSC on organizing repair work at the station. Currently, contractors have begun repair work on all six boilers,” said A. Satkaliyev.
In parallel, the purchase of necessary materials is also being carried out, pipe products are already being delivered to thermal power plants, and heating networks are being repaired.
“We, together with the Ministry of Finance, are amending the rules for using the reserves of the government of the Republic of Kazakhstan and local executive bodies. As part of ensuring the reliable operation of the Ekibastuz CHPP, repairs of 10 boilers are planned for the coming heating season,” A. Satkaliyev noted. According to him, work is currently underway on seven boilers (No. 6,7,11,12,13,14,15). 7.4 billion tenge was allocated from the government reserve for the repair of five hot water boilers accepted as communal property. “The remaining five steam boilers, as well as auxiliary equipment, buildings and structures are being repaired at the expense of the CAEPCO joint-stock company. The deadline for completing the repair of boiler No. 1 at CHPP-2 of Arcelor Mittal Temirtau JSC has been extended for three months, from May to August. For the construction of a new boiler No. 7, it is necessary to conduct an examination of the suitability of the boiler drum. At the Zhezkazgan CHP, it is necessary to speed up the repair of boiler No. 4, as well as to ensure the implementation of all planned repairs of power equipment,” A. Satkaliyev said. Due to the lack of reserve in the Western zone due to emergency repairs at the power plant of MAEK LLP, the overhaul of boiler No. 1 (planned from October 20), as well as turbines No. 10 and 6 at CHPP-2 of MAEK LLP, has not been started. Extended current repair of boilers at Kentau CHPP was carried out in 2015, and capital repairs were carried out only in 2012. This year, it is planned to reconstruct four boilers: No. 8, 9, 10, 11. 1 billion tenge was allocated from the regional budget, while the need is 7.5 billion tenge. The akimat needs to take measures to raise funds from the local budget.”
At the same time, the minister added that a schedule of visits by representatives of the Ministry of Energy to thermal power plants in the regions has been determined.
In general, as part of the preparation of energy enterprises for the upcoming autumn-winter period, in accordance with the repair schedule, major repairs of 10 power units, 49 boilers and 54 turbines are planned.
