On March 1, the development of a new Scheme and program for the development of Russian electric power systems for 2024-2029 will start
The system operator will start a new cycle of developing a key document for the long-term planning of the electric power industry - the Schemes and Programs for the Development of the Electric Power Systems of Russia (SDP UPS) for 2024–2029 within the time frame stipulated by the Rules for the Development and Approval of Documents for the Long-term Development of the Electric Power Industry.
In the new planning system for the long-term development of the electric power industry, introduced in the industry since 2023, the SDP UPS is developed by the System Operator for 6 years with annual adjustments and includes technical solutions for the development of both the UPS of Russia and the electric power industry of the regions.
The EPS S&D for 2023–2028 was developed under a temporary procedure in the second half of 2022, and now, after public discussions, the finalized draft document has been sent to the Russian Ministry of Energy for approval.
Starting with the EPS S&D for 2024–2029, the document development process will include the following steps:
• before March 1 – initial submission of initial data;
• before May 1 - analysis by the System Operator of the completeness of the initial data and provision of the missing initial data upon request;
• before September 1 – development of the project of the SIPR of the EES of Russia;
• until October 1 - public discussion of the project and its consideration by the executive authorities of the constituent entities of the Russian Federation;
• before November 1 – preparation of a set of responses to proposals received at the public discussion and its publication, finalization of the draft on the accepted proposals and submission of the final text to the Ministry of Energy of the Russian Federation;
• before December 1 – approval of the SDP UPS by the Ministry of Energy.
The SDP UPS includes plans for the construction of electrical networks of 110 kV and higher in synchronous zones of the UPS of Russia.
