Report on the main work done in the fuel and energy complex of the Republic of Uzbekistan in 2022: commissioning of new capacities, modernization of networks and substations, increase in electricity supply, creation of new jobs

In 2022, 6 thermal power plants with a total capacity of 1374 MW and 1 solar photovoltaic plant with a capacity of 100 MW were launched in the Republic of Uzbekistan. In particular:

- Gas piston thermal power plant with a capacity of 270 MW in the Bukhara district of the Bukhara region;

- Combined-cycle plant with a capacity of 240 MW in the Kibray district of the Tashkent region;

- A new thermal power plant with a capacity of 174 MW in the Yangaryk district of the Khorezm region;

- Gas piston thermal power plant with a capacity of 230 MW in the Kibray district of the Tashkent region;

- Modern thermal power plant with a capacity of 240 MW in the Kibray district of the Tashkent region;

- Solar photovoltaic plant with a capacity of 100 MW in the Nuborod district of the Samarkand region;

- A new thermal power plant with a capacity of 220 MW was launched in the Khavos district of the Syrdarya region.

These 7 power plants produce 11 billion 300 million kilowatt-hours of electricity per year. Due to the energy efficiency of devices, 1 billion 503 million cubic meters of natural gas can be saved per year.

During the construction of the stations, 3,960 jobs were created, and as a result of their commissioning, 545 new jobs were created.

Tenders for the construction of solar and wind power plants

1. The winning companies of the tender for the construction of 3 solar photovoltaic stations with a total capacity of 500 MW in Uzbekistan have been determined.

As a result of tenders, solar power plants with a capacity of 150 MW in the Bukhara region, 150 MW in the Namangan region and 100 MW in the Khorezm region will be built. The construction of the stations will begin in 2024 and will be put into operation in 2025.

2. Tenders are ongoing for the construction of a solar photovoltaic plant with a capacity of 300 MW in the Guzor district of Kashkadarya region and a wind power plant with a capacity of 200 MW in the Republic of Karakalpakstan.

 

Created opportunities to purchase renewable energy equipment

Based on Presidential Decree No. UP-220 dated September 9, 2022, a number of opportunities have been created for the introduction of energy-saving technologies and the development of small renewable energy equipment. Benefits and advantages of these devices:

- You can buy solar panels without leaving your home. To do this, you can go to the site

- Individuals can purchase solar panels and solar water heaters for a period of 3 years without interest, subject to payment in installments. In this case, a partial payment benefit is provided for a part of up to 5 kilowatts.

- Up to 6 million soums of the cost of solar panels and up to 2.1 million soums of solar water heaters will be compensated from the Energy Saving Fund with the full purchase of devices by citizens.

- After installing these devices, you can sign a contract for the sale of electricity with an energy supply company.

- If you install a solar photovoltaic unit with a capacity of 5 kW at your house, it will cost you an average of 50 million soums, and will pay for itself in 9 years at today's prices. For the next 11 years, you will not pay for electricity generated by a solar power unit.

- You can earn income by selling  an excess electricity generated in your house fto the regional power grid company. This is not considered a commercial activity and you do not pay any taxes.

- Individuals who installed devices and supplied their house with electricity from this device (for the established area of the land plot) will be exempt from paying land and property tax

for 3 years, and business entities for 10 years.

- The power grid company buys 1 kWh of electricity from the owner of the apartment for an average of 1,000 soums at the current tariff. For reference, the electricity supply company sells it to individuals for 295 soums.

- The electricity you sold to the electricity company will be paid by the company to your account number.

- Currently installed modern electricity meters keep records in two ways. That is, it calculates the electricity generated in your home that you sold to the electricity company and received from the electricity company.

- You can monitor the whole process (production by your solar battery, hourly, daily, monthly consumption, transfer of surplus to the network, reception, etc.) through a special application on your mobile phone.

- Producers of electricity from renewable energy sources with a capacity of 100 kW or more for a period of ten years are exempted from paying property tax for the installation of renewable energy sources and land tax on sites occupied by these devices.

- Until January 1, 2024, equipment, machinery, raw materials, components, spare parts and other materials imported by economic entities to create renewable energy equipment will be exempt from customs payments (value added tax and customs duties, except for registration fees).

A solar photovoltaic installation with a capacity of 240 kW was launched in the building of the Ministry of Energy

The plant generates 432,000 kWh of electricity per year, resulting in savings of 144,000 cubic meters of natural gas.

It is important that this installation fully supplies the building of the Ministry with electricity during the day. It also created the possibility of transferring surplus electricity to the company's regional power grids.

Green energy is developing in government bodies and organizations

In 2022, solar photovoltaic installations with a total capacity of 49 MW were put into operation in the buildings of ministries, departments and local government.

At the same time, solar water heating devices with a total volume of 733,000 liters were installed.

 

Electricity production increased

In total, in January-December 2022, our republic produced 74.3 billion kWh of electricity. This is 3 billion kWh or 4.2% more than in the same period last year.

Electricity supply increased

In January-December 2022, 62.4 billion kWh of electricity was supplied to consumers of the republic. This is 3.2 billion kWh or 5.5% more than in the same period last year.

In the autumn-winter period of 2022/2023, it is planned to supply consumers of the republic with 34 billion 565 million kWh of electricity

(2 billion 254 million kWh more than in the last autumn-winter season). During the season, 10 billion 759 million kWh of electricity will be supplied to the population.

Modernization and reconstruction of electrical networks

In order to ensure high-quality delivery of generated electricity to consumers in the regions, 125.0 km long main transmission lines and 2 substations were built.

9 high-voltage substations have been modernized, the capacity of which has been increased to 1241 megavolt-amperes. More than 5,000 kilometers of power lines and 1,113 transformer points have also been updated.

Supply of gas and coal

54.9 km of main gas pipelines and 17 gas distribution stations were reconstructed across the country, technical diagnostics of 2,200 km of main gas pipelines were carried out.

Also, 50.7 km of gas networks were repaired and reconstructed, 299 gas distribution points were reconstructed, 69.8 thousand vehicles were subjected to technical inspection.

A total of 51.6 billion cubic meters of natural gas was produced. Production of liquid hydrocarbons amounted to 2,922.1 tons, including 789.3 tons of oil and 2,132.8 tons of condensate.

871.7 thousand tons of liquefied gas, 1,254.6 thousand tons of gasoline, 800.0 thousand tons of diesel fuel, 110.1 thousand tons of fuel oil, 423.2 thousand tons of polyethylene, 83.7 thousand tons polypropylene.

In 2022, 37.7 billion cubic meters of natural gas were supplied, of which 9.3 billion cubic meters were supplied to the population, 69.5 billion kWh of electricity were supplied, of which 15.3 billion kWh were supplied to the population.

559.2 thousand tons of liquefied gas and 1,412.3 thousand tons of coal were supplied to individuals and the social sphere.

Investments

As part of the investment program, foreign investments were made in the amount of $3,647.1 million, of which $2,470 million was direct.

Smart gas meters installed.

An automated natural gas metering and control system has been introduced.

That is, work has been carried out to install natural gas meters for more than 3.5 million people in Uzbekistan.

As a result, a system of remote control and advance payments (“prepay”) has been launched online at gas supply enterprises.

New vacancies

In total, 1,084 new jobs were created in the fuel and energy complex (352 in the oil and gas industry, 732 in the electric power industry).
