Russian and Kazakh system operators will conduct joint emergency training to improve the reliability of parallel operation of power systems
The 40th meeting of the Coordination Electric Power Council of Central Asia (CEPC CA) was held in Samarkand, at which the implementation of the Joint Action Plan of SO UPS JSC and the Coordination and Dispatch Center (CDC) Energia on the implementation of current areas of cooperation and further joint actions in within the framework of this document.
From the Russian System Operator, the meeting was attended by Chairman of the Management Board Fedor Opadchiy and UPS Development Director Denis Pilenieks.
Proposals on current areas of cooperation, a plan for joint activities of SO UPS JSC and CDC Energia, as well as a list of information exchange were presented by the head of the Russian System Operator at the 38th meeting of the CEPC Central Asia in October 2022 and approved at the 39th meeting of the IES Central Asia in May 2023.
“Among the main areas of cooperation are improving the processes of planning and managing parallel operation modes of the UPS of Russia and the power systems of Central Asia, increasing the degree of utilization of the throughput of controlled sections of the IPS of Central Asia, and training the personnel of dispatch centers. All this is aimed at increasing the reliability of the parallel operation of our power systems, historically connected to each other by common networks,” said Fedor Opadchy, Chairman of the Board of SO UPS JSC following the meeting.
One of the nearest joint events will be the holding in November of this year of emergency training for dispatch personnel of SO UPS JSC and KEGOC JSC (Republic of Kazakhstan) with the participation as observers of representatives of the IPS of Central Asia power systems, CDC Energia and the “State Unitary Enterprise National Dispatch Center" (The Republic of Uzbekistan).
Based on its results, the possibility of conducting emergency training of dispatch centers in Central Asian countries will be considered using digital training complexes of the Russian System Operator, which allow real-time modeling with the required accuracy of the behavior of power systems in emergency situations, taking into account the actions of dispatchers.
IPS Central Asia participants noted the importance of continuing the activities of the task force to update the Plan of joint activities of SO UPS JSC and CDC Energia to implement current areas of cooperation for 2024–2025.
In total, the agenda of the Central Asia IES meeting included more than 10 issues. The participants, in particular, discussed the results of the work of the CEPC of Central Asia since the beginning of 2023, the expected operating mode of the integrated power system in the autumn-winter period of 2023/2024, the progress in implementing measures to resume the parallel operation of the energy system of the Republic of Tajikistan with the CEPC of Central Asia, including issues related to the construction of the 500 kV power transmission line Syrdarya State District Power Plant - Sughd Substation.
About the Coordinating Electric Power Council of Central Asia
CEPC Central Asia was created in 2004 on the initiative of the Kazakh side with the aim of coordinating the parallel operation of power systems in Central Asia, ensuring the rational use of fuel and energy resources in the region, as well as facilitating the implementation of the terms of intergovernmental agreements and contracts concluded by energy entities of the participating countries.
The Council includes heads of state national electric power companies of the participating countries - Kazakhstan Electricity Grid Operating Company JSC, KEGOC JSC, Republic of Kazakhstan, National Electric Networks of Uzbekistan JSC (NEN of Uzbekistan JSC "), OJSC "National Electric Networks of Kyrgyzstan" (OJSC "NEN of Kyrgyzstan"), JSC "Barki Tojik" (Republic of Tajikistan), and also - as an observer - JSC "SO UPS".
The Russian system operator takes part in the work of the Central Asia CEPC in observer status in accordance with the agreement signed in January 2022. This status allows you to participate in the discussion of issues and development of draft documents on the development of the electric power industry, make various proposals, provide methodological and information assistance, and share experience in managing power systems.
Participation in the work of the CEPC of Central Asia allows the Russian System Operator and system operators of the energy systems of the Integrated Power System of Central Asia to exchange current information on the technical and economic indicators and balances of electricity and power in the power systems of their states, as well as interregional projects that could potentially influence the parallel operation of the Unified Power System of Russia, the Integrated Power System of Kazakhstan and the IPS of Central Asia. This information must be taken into account when organizing the management of the electric power regime of parallel operation of the UPS of Russia, the IPS of Kazakhstan and the IPS of Central Asia and forming plans for its long-term development in order to comply with the established reliability parameters.
