Russian President Vladimir Putin signed a law on streamlining the procedure for issuing permits for access to the operation of energy facilities, heat supply systems, power receiving devices and heat-consuming installations; the document is published on the official legal information portal.

The Government of the Russian Federation will determine the categories of energy-receiving devices for consumers of electricity, facilities for the production of electricity, electric grid facilities, heat supply and heat-consuming installations, which require obtaining permits for access to operation, and issue them to Rostekhnadzor.

Such permission will be issued during the technological connection of the facility, as well as during commissioning of new or reconstructed facilities, the technological connection of which is not carried out. For the period of testing and commissioning of such facilities, a temporary permit is issued.

These provisions will apply to nuclear power plants taking into account the features of their functioning established by the legislation on the use of atomic energy.

The law should enter into force on January 1, 2021, with the exception of the norm, which will come into force on the day of its official publication. The adoption of the law will create a legislative basis that complies with modern requirements for the implementation of state functions to issue permits for access to the operation of power plants, previously explained the deputy head of Rostekhnadzor Alexander Rybas.
