SO UPS JSC published the first report on the implementation of the Scheme and program for the development of electric power systems of the Russian Federation

The report contains data on the implementation in 2023 of the Scheme and Program for the Development of Electric Power Systems of Russia (S&P EPS) for 2023–2028.

In accordance with the Rules for the development and approval of documents for the long-term development of the electric power industry, approved by Decree of the Government of the Russian Federation dated December 30, 2022 No. 2556, the S&P EPS is developed annually for a 6-year period.

The report on the implementation of the Scheme and program for 2023 was published on the official website of SO UPS JSC in the section “Reports on the implementation of the S&P EPS of Russia”. It contains:

• information on the actual amount of electrical energy and capacity consumption, as well as maximum power consumption in 2023;

• comparison of actual indicators of electricity and capacity consumption for 2023 with the forecast indicators provided for in the EPS Code of Practice for 2023–2028;

• comparison of forecast indicators of electricity and capacity consumption of the EPS 2024–2029 C&D with similar indicators of the S&P EPS 2023–2028;

• information on planned and actually implemented inputs and outputs of energy facilities, as well as changes in installed generating capacity;

• analysis of changes in the structure of installed generating capacity and electricity production by types of energy resources used;

• information on measures planned and actually implemented in 2023 for the development of electrical networks with a voltage of 110 kV and higher.

The report on the implementation of the S&P EPS is published for the first time since the introduction of a new system for planning the long-term development of the electric power industry in January 2023. According to the approved rules, the report must be published by the System Operator annually before February 1.

When preparing the report on the implementation of the S&P EPS system, the System Operator took into account information and documents received from electric power industry entities and consumers of electric energy in accordance with the rules for providing information necessary for the implementation of operational dispatch control in the electric power industry, approved by Order of the Ministry of Energy of Russia dated December 20, 2022 No. 1340.

The S&P EPS approved by the Ministry of Energy of Russia for 2023–2028 and 2024–2029 are published on the official website of SO UPS JSC in the section “Schemes and programs for the development of electric power systems in Russia.”
