The 17th meeting of the Commission for Coordination of the CIS Member States State Energy Audit Bodies Cooperation was held in Moscow on September 9, 2020

On September 9, 2020, in the city of Moscow, the 17th meeting of the Commission for the Coordination of Cooperation of State Energy Audit Bodies of the CIS Member States (CCEA) was held in the format of a video conference.

 Representatives of relevant ministries, national electric power companies and state energy audit bodies of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Kyrgyz Republic, the Republic of Kazakhstan, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan took part in the meeting of the CCEA.

The Chairman of the Executive Committee of the CIS Electric Power Council Igor Kuzko opened the CCEA meeting.

The Chairman of the CCEA EPC CIS, Deputy Head of the State Energy Audit Department of the Federal Service for Environmental, Technological and Nuclear Audit (Rostekhnadzor) Oleg Shchursky  chaired the meeting.

The meeting participants approved the Agenda of the 17th meeting of the CCEA.

Based on the results of consideration items on the Agenda, the participants of the CCEA meeting took the following main decisions:

- To approve the Recommendations on the technological connection to electric grids of power receivers of electric energy consumers, electric energy production facilities, as well as electric grid facilities belonging to grid organizations and other entities;

- To submit the draft Recommendations for consideration at the next meeting of the CIS Electric Power Council;

- To take into account the information received from the relevant ministries and state energy audit bodies of the CIS member states on the results of monitoring the application in production activities of the Safety Rules for the Operation of Electrical Installations;

 - To extend the period for providing information on the application in production activities of the Safety Rules for the Operation of Electrical Installations of the CIS member states’ energy systems of the until January 10, 2021 and consider the results of monitoring at the next meeting of the CCEA;

- To introduce into the draft Agenda of the next CCEA meeting the item of the draft Questionnaire for the monitoring in production activities of the application in 2021 of the Guidelines for checking the technical condition and facilities operation management of power transmission lines, distribution (switching) points and transformer substations (approved by Decision 45 meeting of EPC CIS dated April 25, 2014);

- To ask the Executive Committee to send to the relevant ministries and state energy audit bodies a questionnaire and all the necessary materials for monitoring the application of the Methodological Guidelines in the production activities of the CIS member states;

- To take into account the information of Valery Avanesov, Rector of the Moscow Institute of Energy Safety and Energy Saving (MIESES), on the development of draft Recommendations for carrying out electrophysical measurements and testing of electrical installations (Appendix 4) ;

- According to the proposals of the MIESES Rector V. Avanesov and the Deputy Chairman of the CCEA, the First Deputy General Director - Chief Engineer of the State Institution "Gosenergonadzor" of the Ministry of Energy of the Republic of Belarus D. Losenkov, CCEA members shall prepare and submit to the Executive Committee by January 10, 2021 proposals on the draft Recommendations on electrophysical measurements and testing of electrical installations;

- To ask the Executive Committee, together with the MIESES, to summarize the proposals received and submit to the next meeting of the CCEA the first edition of the draft Recommendations for conducting electrophysical measurements and testing of electrical installations;

- To agree with the proposal of the CCEA Chairman O. Shchursky to hold in 2021 an international scientific and technical Seminar on the topic: "State control and audit Implementation in the field of operation safety of hydraulic structures of power plants of the CIS member states";

- To ask the Executive Committee to assist the Commission in organizing and holding the International Seminar (preparation of the program and other materials, their distribution to the CIS member states, collection of information and reports, other organizational issues);

- To take note of the information on the work of the state energy audit bodies of the CIS member states during the COVID-19 coronavirus pandemic to improve the sustainable operation of the electric power industry.
