The 39th meeting of the Commission for Operational and Technological Coordination of Joint Work of the Energy Systems of the CIS and Baltic States was held

On September 29, 2021, the 39th meeting of the Commission for Operational and Technological Coordination of Joint Work of the Energy Systems of the CIS and Baltic States (COTC) took place in face-to-face format with connection via videoconferencing.

The meeting was attended by representatives of the energy systems of Belarus, Russia, Ukraine, Moldova, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Azerbaijan, Georgia, Armenia, as well as representatives of the Coordination Dispatch Center of Energy Systems of Central Asia "Energy" and the Executive Committee of the CIS Electric Power Council.

During the meeting, a number of important issues were considered, one of which is monitoring and analysis of the quality of frequency and active power flows regulation during emergency outages in the power systems of the CIS countries, the Baltic States and Georgia.

The meeting was familiarized with the results of the joint monitoring of the participation of the power systems of the CIS countries, the Baltic States and Georgia of the frequency and active power flows regulation in the power grid. For seven months of 2021 (January - July), 15 cases of frequency deviation from the normal level of 50 ± 0.05 Hz were recorded, mainly associated with emergency shutdowns of large power units and the allocation of large consumption regions.

The monitoring results showed a different degree of participation of power systems in the process of frequency and active power flows regulation, depending on the static frequency characteristics of power systems and, in particular, on the primary power control systems settings of power plants generating equipment . At the same time, due to the joint participation of power systems in the regulation of the frequency and flows of active power, the frequency of the electric current did not go beyond the permissible limits of 50 ± 0.2 Hz and was restored to the nominal value in time, within no more than 15 minutes.

SO UPS JSC (the system operator of the UPS of Russia) paid special attention to standardized primary frequency regulation (SPFC). The generating equipment participating in the SPFC ensures the guaranteed quality of the primary frequency control and helps to stabilize the steepness of the static frequency response of the power interconnection of the CIS countries, the Baltic States and Georgia in case of frequency deviations.

Based on the results of the work of the COTC “Emergency Management” working group, the following updated technical documents were approved:

  • General requirements for the design, development and content of switching programs for the decommissioning and commissioning of relay protection and automation devices.
  • Regulations on the relay protection system and automatic reclosing of interstate power transmission lines (PTL) and adjacent to these PTL systems (sections) of buses and autotransformers (transformers).

In addition, at this meeting, the COTC Work Plan for 2022-2023 was agreed, which includes updating the documents regulating the technical requirements for ensuring the parallel operation of the power systems of the CIS countries, the Baltic States and Georgia; development of a regulatory and technical framework to ensure the integration of RES (renewable energy sources) and energy storage systems in the energy systems of the UPS / IPS power interconnection; digitalization in the field of operational dispatch control and more.

The participants in the meeting discussed the issues that arose in the process of developing maps-schemes of energy systems of the states - participants of parallel work, which are part of the UPS / IPS power interconnection.

Also, the meeting participants exchanged information on the introduction of transient monitoring systems in the power systems of the UPS / IPS power interconnection, on the synchronized vector measurement devices introduced and planned for commissioning.

In the final part of the meeting, the participants discussed the progress in preparing national power systems for the current autumn-winter period and the main indicators and achievements of energy systems over the past periods.

The parties expressed the general readiness of the national energy systems for the autumn-winter period of 2021/2022.
