The Commission for Operational and Technological Coordination of Joint Work of the Energy Systems of the CIS and Baltic States held the 37th meeting

The 37th meeting of the Commission for Operational and Technological Coordination of Joint Work of the Energy Systems of the CIS and Baltic States (COTC) was held on October 21, 2020 via  videoconference.

The meeting was attended by representatives of power systems of Belarus, Russia, Ukraine, Moldova, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Georgia, as well as representatives of the Coordination Dispatch Center of Power Systems of Central Asia "Energy" and the Executive Committee of the CIS Electric Power Council.

During the meeting, the following issues were considered:

• quality monitoring and analysis of frequency regulation and active power flows during emergency outages as well as based on the results of field tests in the power systems of the CIS countries, the Baltic States and Georgia;

• updating of existing and development of new documents regulating technical requirements for ensuring the parallel operation of power systems of the CIS countries, the Baltic States and Georgia;

• technological innovations in the electric power industry;

• power systems preparation of synchronous zone of the CIS countries, the Baltic States and Georgia for operation in the autumn-winter period 2020/2021.

So, according to the results of joint monitoring of the participation of the power systems of the CIS countries, the Baltic States and Georgia in the frequency and active power flows control in the power grid from year to date, seven cases of frequency deviation from the normal level of 50 ± 0.05 Hz were recorded, mainly associated with emergency outages of large power units and the allocation of large regions of consumption.

The monitoring results showed a different degree of participation of power systems in the process of frequency and active power flows control depending on the static frequency characteristics of power systems and, in particular, of power plants generating equipment primary power control systems settings. At the same time, due to the joint participation of power systems in this process, the frequency of the electric current did not go beyond the permissible limits of 50 ± 0.2 Hz and was restored to the nominal value in a timely manner, in no more than 15 minutes.

The SO UPS JSC (the system operator of the UPS of Russia) paid special attention to standardized primary frequency regulation (SPFR). The generating equipment participating in the SPFR ensures the guaranteed quality of the primary frequency control and helps to stabilize the static frequency response steepness of the electric energy association of the CIS countries, the Baltic States and Georgia with frequency deviations.

Based on the results of the work of the relevant COTC working groups (“Planning and Management”, “Emergency Management” and “Frequency and Power Regulation”), the following existing technical documents have been updated:

• “Regulation on the relay protection system (RP) and automatic reclosing (AR) of interstate power transmission lines (TL) and busbars and autotransformers adjacent to these TLs”, approved by the decision of the EPC CIS dated 24.10.2009.

• “General requirements for the development and content of programs and forms of switching for the decommissioning and commissioning of relay protection and automation devices”, approved by the decision of the EPC CIS dated 10.24.2014.

In addition, new technical documents were approved at this meeting:

• “Regulations for interaction between the subjects of operational dispatch management of the states of the UPS / IPS electric energy association when organizing the exchange of synchronized vector measurements data

• “Regulations for the development of maps-schemes of power systems of the states - participants of parallel operation, which are part of the UPS / IPS electric energy association”.

Within the framework of technological innovations in the electric power industry, the following main direction in the development of power systems was noted: digitalization - equipping power facilities and dispatch centers with devices and hardware/software systems TMS (transients monitoring system), SMMS (stability margin monitoring system), CECS (centralized emergency control system) and AFAPCS(automatic frequency and active power control system).

In addition, the energy strategy of the Russian Federation for the period up to 2035 was noted related to ensuring the transition of operational dispatch control in the Unified Power System of Russia to 100% remote control of operating modes of facilities of the electrical network of 220 kV and above and generating facilities of 25 MW and above. In the final part of the meeting, the participants discussed the progress in preparing national power systems for the current autumn-winter period and the main indicators and achievements of power systems over the past periods.

The parties expressed common readiness of the national power systems for the autumn-winter period 2020/2021.
