The Coordination Council of the EPC CIS approved regulatory documents on key digital technologies and renewable energy sources

Chairman of the Board of SO UPS JSC, Chairman of the Commission for Operational and Technological Coordination of Joint Work of Power Systems of the CIS and Baltic Countries (KOTC) Fedor Opadchiy presented to the Coordination Council under the Electric Power Council of the CIS (ECIS CIS) a package of documents strengthening the regulatory framework for joint work of power systems of the Commonwealth countries.

The package of documents includes those developed in accordance with the COTC work plan for 2022–2023. General provisions for the emergency automatic system of the UPS/UPS power interconnection, Basic principles for organizing a system for monitoring stability margins (SMSM) of the power systems of the CIS member states, the Baltic States and Georgia, and Basic technical requirements for generation facilities operating on the basis of the use of renewable energy sources operating as part of power systems (in terms of solar and wind generation).

The first document establishes general requirements for the organization of automatic emergency control of electric power modes of the UPS/UPS power interconnection and the interaction of the participating states in parallel work in the creation (modernization) and organization of operation of emergency automatic devices and complexes. The second concerns the requirements for the organization of SMSM in the power systems of the participating states for parallel operation to calculate the maximum permissible and emergency permissible power flows in controlled sections based on the actual operating conditions of the power systems.

“In Russia, digital SMSM technology is being actively implemented. This makes it possible to increase the utilization of electrical network capacity by an average of 10–20%. It is possible to use the SMSM not only when controlling the power system in real time, but also for short-term planning purposes. Further development of this digital technology increases the efficiency of the energy system and creates the possibility of increasing flows without physical development of the electrical network,” noted Fedor Opadchiy.

Presenting the members of the coordinating council with the Basic technical requirements for RES generation, he spoke about global trends in the development of RES and the high rates of implementation of electrical energy storage systems in the USA and China, and also specifically focused on the problem of local backup of RES systems, updated at the initiative of Kazakhstan, Kyrgyzstan and Uzbekistan accumulation of electrical energy and establishment of requirements for such redundancy.

“It is obvious that the massive commissioning of renewable energy facilities is impossible without electricity storage systems and large-scale development of the network. Taking into account the global experience of introducing storage devices, one of the main issues in the proposed document is the issue of ensuring the reservation of uneven generation at solar and wind generation facilities,” noted the chairman of COTC.

In general, the document contains a set of technical requirements to ensure the safe integration of renewable energy sources into the power system. In addition to the issues of redundancy of RES generation by electrical energy storage systems, they relate to technical solutions for power supply schemes of power plants, permissible duration of operation in various frequency ranges and operation in various voltage ranges, participation in general primary frequency regulation, participation in regulation of active and reactive power, operation of automated process control systems, information exchange, stability during disturbances, switching conditions and/or synchronization, ensuring power quality.

“There was a lot of discussion during the preparation of this document, since it deals with the current and complex topic of integrating renewable energy sources into power systems. The massive introduction of solar power plants and wind power plants creates difficulties for the operating modes of power systems. In world practice, there are examples of major accidents associated, including with a discrepancy between the passport and real characteristics of the operation of renewable energy facilities,” emphasized Fedor Opadchiy.

The Coordination Council of the EPC CIS approved all three documents. Also at the council meeting, organizational documents were approved: COTC Work Plan for 2024-2025. and a new edition of the Regulations on COTC, brought into line with the Standard Regulations on the Working Group of the CIS Electric Power Council, approved by the decision of the 6th meeting of the Coordination Council at the EPC CIS on August 7, 2023.

The meeting of the Coordination Council was held on December 11 in a video conference format under the leadership of the chairman of this permanent working body of the CIS Electric Power Council, Deputy Minister of Energy of the Russian Federation Pavel Snikkars. The event was attended by deputy heads of national executive authorities for electric power management from eight CIS countries, including Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, etc.
