On April 14, 2021, a regular meeting of the Commission on Economic Issues (CEI) Plan of Priority Measures for the Implementation of the  Cooperation Concept of the CIS Member States in the Use of Renewable Energy Sources, approved by the Decision of the Council of CIS Heads of Governments of November 20, 2013, shows that the CIS member states are working to increase the share of alternative energy in national energy balances . In the period 2010–2020, in the CIS member states, there has been a positive trend in the installed capacity of renewable energy sources (RES), including hydroelectric power plants, onshore wind and solar energy facilities.

Attractive conditions have been created for the accelerated promotion of renewable energy resources. Legislative reforms are underway to improve the investment climate in this area. As mechanisms of state support, preferential fixed tariffs and "green" certificates are usedare, auctions (tenders) are held. There is a guaranteed connection to the state power grid  of installations based on the use of renewable energy sources, the acquisition by state energy supplying organizations of all energy produced from renewable energy sources, and its payment using mark-up factors. Tax incentives are provided for investors in this area.

The CEI members familiarized themselves with the implementation of the Package of Measures for the Development of Power Sector of the CIS Member States dated June 21, 2019. The objectives of the above set of measures are to increase the competitiveness of products of the Commonwealth states in the domestic and world markets, as well as to increase the efficiency and environmental friendliness of the use of energy complex's resources . The work is carried out by the relevant departments of the CIS member states with the support of the Council for Industrial Policy of the CIS member states and the base organization of the CIS member states for training, professional retraining and advanced training of personnel in the electric power industry, the National Research University "MPEI".
