The Minister of Energy of the Republic of Kazakhstan approved the Action Plan for the development of the electric power industry until 2035
The Minister of Energy of the Republic of Kazakhstan by order dated February 20, 2024, approved the Action Plan for the development of the electric power industry until 2035.
In particular, the plan provides for the modernization, expansion and reconstruction of 17 facilities with a capacity of 5550 MW, including:
• Restoration of unit No. 1 at Ekibastuz GRES-1 - in 2024;
• Stepnogorskaya CHPP LLP, restoration of the boiler unit and replacement of an outdated turbine unit - 2026;
• Karaganda Energocenter LLP, construction of a new boiler unit and replacement of an outdated turbine unit - 2026;
• Construction of CCGT CHPP-2 Almaty - 2026;
• Construction of CCGT CHPP-3 Almaty - 2026;
• Construction of a CCGT unit in Aktau – 2026;
• Expansion and modernization of Aksu State District Power Plant block 7 - 2027;
• Expansion of Karabatan Utility Solution LLP with the construction of an additional CCPP - 2027;
• Expansion of Ekibastuz GRES-2 with the construction of power units No. 3.4 - 2026–2028;
• Expansion of CHPP-3 Astana (construction of a CCGT unit) - 2028;
• JSC “Almaty Electric Stations” increasing the design capacity of the Kapshagai HPP with the construction of a counter-regulator for the Kerbulak HPP - 2028;
• Construction of the Semipalatinsk hydroelectric power plant – until 2030;
• Increasing the design capacity from 1050 to 1200 MW through the construction of the 2nd stage of the Shulbinskaya HPP - until 2035 and a number of other facilities.
In addition, it is planned to build a new generation:
• Construction of the hybrid Hybrid ENI – 2025;
• Construction of gas piston stations at the Kalamkas and Zhetibay fields of JSC NC KazMunayGas - 2025;
• Construction of a CCGT plant in Turkestan – 2026;
• Construction of a CCGT plant in Kyzylorda - 2026;
• Construction of a gas turbine power plant at Atyrau Oil Refinery LLP for its own needs with the possibility of entering an isolated mode - 2026;
• Construction of a new gas plant with capacity in Zhezkazgan - 2027;
• Construction of a CCGT plant in Aktau – 2027;
• Construction of a CCGT unit in Atyrau – 2027;
• Construction of a new thermal power plant in Kokshetau – 2028;
• Construction of a new thermal power plant in Semey – 2028;
• Construction of a new thermal power plant in Ust-Kamenogorsk - 2028;
• Construction of a CCGT plant in Taraz (ZhGRES) – 2028;
• Construction of base generation (GRES-3) – 2029;
• Construction of a new thermal power plant in Zhezkazgan - 2029;
• Construction of a 500 MW CCGT unit in Kyzylorda - 2029;
• Construction of a CCGT plant in Aktobe – 2028, 2030;
• Construction of a nuclear power plant (The decision on the construction of a nuclear power plant will be made based on the results of a referendum) – 2035.
The energy industry development plan also includes:
• large renewable energy projects;
• wind power projects;
• solar power plant projects;
• hydroelectric power and biogas projects;
• construction and restoration of cooling towers at power plants.
The order comes into force from the date of its signing.
