The results of the first half of 2023 were summed up at the Board of the Ministry of Energy of the Kyrgyz Republic
On July 27, 2023, the Board of the Ministry of Energy of the Kyrgyz Republic was held, where the results of the first half of 2023 were summed up. The collegium was led by Taalaibek Ibraev, Minister of Energy of the Kyrgyz Republic. The meeting of the Board was attended by the heads of energy companies.
In general, for 6 months of 2023, a number of works were completed in the energy sector.
As part of the energy sector reform:
1 - Update of the Law on RES.
2 - Implementation of an ERP system to automate business processes.
3 - changes were made to the medium-term tariff policy of the Kyrgyz Republic for electricity for 2021-2025.
4 - OJSC "Electric Networks" was moved to the city of Karakol.
5 - The regime "State of emergency" was introduced in the power sector.
6 - Signed a number of Memorandums and agreements.
7 - JSC "National Energy Holding Company" is being liquidated.
8 - Kambarata-1, Kulanakskaya, Bala-Saruu and Chakan HPPs are under construction.
9 - The mobile application "My Light" was launched, which is convenient for working with subscribers.
10 - The Severny Sokh gas storage facility is put into operation, which has been inactive for the past 20 years.
11 - Construction of the country's first wind farm with a capacity of 10 MW began.
12 - Bishkek CHPP and Bishkekteploset are being merged into a separate state enterprise.
13 - A number of projects are being implemented to develop the energy sector.
In addition, in preparation for the autumn-winter season of 2023-2024, the following activities were carried out:
1 - Contracts for coal, gas, fuel oil were signed, part of the coal was imported from Kazakhstan.
2 - Electricity import contracts concluded.
3 - Along with this, new boilers have been installed in the heating sector. Outdated heating systems are being updated.
4 - In the current year, power grid enterprises were equipped with new equipment, smart meters were installed, SIP overhead cables were laid, some substations were overhauled, preparations were made for the autumn-winter period on time according to the schedule.
5 - Reconstruction of hydroelectric power plants as part of planned activities in the power sector.
6 - The Minister held 2 meetings with private entrepreneurs committed to the construction of solar and wind power plants and small hydropower plants, and discussed outstanding issues.
At the end of the event, Minister Taalaibek Ibraev noted the insufficiently effective work of some managers and employees of companies following the results of 6 months of 2023, issued “reprimands” and “warnings” to the relevant specialists for non-compliance with the limit on the volume of electricity consumption and decided to dismiss some of them, freeing them from their positions.
Also, each action plan scheduled for 2023 must be implemented on time to reduce emergency shutdowns and improve the quality of power supply to consumers, improve the quality of preparation for the autumn-winter season 2023-2024. In order to successfully overcome the approaching winter, it is imperative to provide energy companies with the necessary equipment to accelerate projects for the introduction of renewable energy sources.
