The Russian Federation has approved recommendations for the development of standards for the information model of the electric power industry

The Federal Agency for Technical Regulation and Metrology (Rosstandart), by order No. 1677-st dated December 27, 2023, approved recommendations for standardization “Information model of the electric power industry. Recommendations for the development and use of information model profiles and information exchange profiles and the construction of class diagrams.”

The document was developed by the System Operator within the framework of the activities of the technical committee for standardization TC 016 “Electric power industry” of Rosstandart for a series of national standards GOST R 58651 “Unified power system and isolated operating power systems. Information model of the electric power industry.”

The recommendations contain organizational and methodological information regarding the standardization and application of a series of national standards on the information model of the electric power industry, including class diagrams for the information model profiles previously approved as part of GOST R 58651.2 - GOST R 58651.5.

A significant event is also the approval of the canonical model in the XMI digital format attached to the Recommendations, which corresponds to GOST R 58651.2 - GOST R 58651.5 and can be used as an equivalent digital copy of documents previously approved on paper.

“In the domestic practice of standardization, this is one of the first prototypes of digital standards, which makes it possible to significantly simplify the use of standards by information system developers and contributes to the unification of approaches to the mutual integration of such systems,” noted Roman Bogomolov, Director of Automated Dispatch Control Systems of the System Operator.

The document was developed for government bodies of the Russian Federation participating in automated information exchange that carry out state regulation and control in the electric power industry, electric power industry entities, consumers of electric energy, design and scientific organizations, as well as software developers for the electric power industry. Recommendations for standardization will come into force on February 1, 2024.

About the technical committee for standardization TC 016 “Electric power industry”

TK 016 is a form of cooperation between interested organizations, authorities and individuals when carrying out work on national, interstate and international standardization. TK 016 was formed from representatives of federal executive authorities, organizations in the electric power industry, all-Russian public organizations and associations, scientific and industrial organizations and electric power industry enterprises, specialized higher educational institutions.

SO UES JSC acts as the base organization of the committee, also performing the functions of the secretariat of TC 016.

One of the main objectives of TC 016 is the effective use of national standards to implement a unified technical policy in the electric power industry, achieve technological compatibility of equipment at electric power facilities, in the electric grid complex and the Unified Energy System of Russia as a whole to ensure its reliable operation and development.

The area of activity of TC 016 is standardization in the field of electrical power systems and electrical power facilities, including electric thermal, hydraulic and pumped storage power plants, transmission and distribution electrical networks, standardization of system requirements for the equipment of power plants and networks, including power electronics systems, as well as standardization of intelligent technologies in the electric power industry.
