The Russian Federation has approved a national standard for the collection, storage and transmission of emergency event registration data

Rosstandart approved by order of June 3 the national standard of the Russian Federation GOST R 59550−2021 “Unified power system and isolated power systems. Relay protection and automation. Collection, storage and transfer to dispatch centers in automatic mode of files with data of emergency events registration. Norms and requirements ", reports SO UPS, which was engaged in the development of a document on the National Standardization Program in the SC-1 Subcommittee" Electric Power Systems "of the Technical Committee for Standardization TC 016" Electric Power.

The standard comes into force on July 1 of the current year.

As the operator explains, “GOST R 59550-2021 was developed to standardize technical requirements for the collection, storage and transmission of information about emergency events from UPS of Russia facilities to the dispatch centers of the System Operator using digital emergency event recorders (EER), and also other process control devices equipped with this function ”.

The EER devices record and archive the parameters of the operation of electrical installations in pre-emergency, emergency and post-emergency modes. Information from the EER devices helps to determine the cause of the emergency mode, to assess the correct operation of relay protection and emergency control devices, and to develop a set of measures to prevent accidents.

The new standard regulates the processes of collecting and transmitting data from substations and switching points of 110 kV voltage class and above, and power plants with 5 MW installed capacity and above. First of all, the document is intended for subjects of the electric power industry, consumers of electricity, organizations engaged in the development, implementation and operation of automated control systems for technological processes (ACSTP), manufacturers of autonomous recorders of emergency events, microprocessor relay protection devices, network and emergency automation with the function of recording emergency events, as well as developers of special software. The requirements of the standard should be taken into account when creating and modernizing centers for collecting technological information, developing an automated process control system, as well as building new power facilities.

The document contains a list of digital devices considered as sources of EER data, defines the requirements for the collection and storage of this information at electric power facilities, and also establishes a general algorithm and mechanisms for its transmission to dispatch centers.
