The system operator of the Russian Federation summed up the results of the public discussion of the draft Scheme and program for the development of electric power systems in Russia for 2023-2028

Based on the results of the public discussion held on January 20-30, 2023 of the draft Scheme and Program for the Development of Electric Power Systems (SPD EPS) of Russia, the System Operator received 2,039 proposals for revision.

Approximately 1,100 proposals were received to include additional power grid measures in the SPD project of the EPS of Russia, about 180 proposals regarding changes in the composition, parameters or timing of the implementation of measures for generating equipment, about 150 proposals for adjusting the timing of the implementation of power grid measures, and about 100 proposals for accounting for investment projects in the SPD of the EPS of Russia. In addition, about 310 proposals related to general or conceptual changes to the document and about 200 to other aspects of the draft document.

337 proposals were received from 40 executive authorities of the constituent entities of the Russian Federation.

Most of the unaccounted for are proposals for taking into account in the project of the SPD project of the EPS of Russia activities in the power grid complex without sufficient, in accordance with the Rules for the development and approval of documents for long-term development, grounds for their inclusion in the draft document.

The SPD EPS is a key document within the framework of the new system for the prospective development of the electric power industry, introduced in the industry from January 1, 2023. It replaces the schemes and programs developed earlier separately for the development of the UPS of Russia and the electric power industry of the subjects of the Russian Federation and consolidates them into one document.
